Introduction (original): The lecture focuses on the Chinese governance system from a multi-level perspective. During the opening and reform period, China experienced a tremendous economic growth and urban development that mainly focused on the coastal areas. For decades, so called ‘resource-based cities’ (RBC) in Central China and especially the Northeast provided the necessary resources to fuel China’s growth. Since the new millennium, however, so-called resource-exhausted cities emerged. Starting with Fuxin in 2002, their number quickly grew from 12 in 2007 to 67 in 2013. To tackle the environmental, economic and social challenges within these cities, the Chinese State Council issued major transformation strategies and plans in 2007 and 2013. With 262 RBC’s identified at the moment, every third prefectural-level and every sixth county-level city in China is affected. The study focuses on the only successful transformation of a formerly coal-based resource-exhausted city in China that is now not a resource-based city anymore: the county-level city of Xiaoyi in Shanxi province.
